Perspectives for Temporary Use Agencies

This study aims to scope out possible ways forward to sustain temporary uses as recognised practices of city-making, exploring their feasibility and identifying pathways and recommendations for creating agencies or structures that can support and manage temporary use initiatives effectively in T-Factor pilot cities and beyond.

This document elaborates proposals and provides inputs and recommendations for all actors interested in developing urban agencies for temporary uses. These proposals are based on analysing some of the most relevant urban agencies for temporary use existing across European cities and T-Factor experiences. Specifically, the document considers key aspects of Temporary Use Agencies such as governance and operational arrangements, capacities and funding needed, services, beneficiaries, and legal tools. It is important to note that we employ a city-level perspective for the feasibility study in those cities hosting T-Factor pilots. This analysis aims to contribute to establishing the foundation for the future use of the project outcomes regarding potential methods to activate public-private partnerships (PPPs) for temporary uses.
